On this day in Texas history, in 1817, Jean Laffite organized a government for Galveston and swore allegiance to Mexico. Along with his brother, Pierre, Jean made Galveston the center of their smuggling and privateering enterprises. Jean abandoned Galveston in May 1820 and died in the Yucatán in 1825.
