Yesterday morning in St. Paul, Minnesota, ICE broke into a home on the city’s East Side and entered with guns drawn.

They handcuffed ChongLy Thao, a 56-year-old Hmong American man, and dragged him outside into subzero temperatures while he was wearing only shorts, Crocs, and a blanket.

His five-year-old grandson watched. Thao is a United States citizen.

He has no criminal record and he is not a sex offender. ICE did not present a warrant.

Agents drove him around for nearly an hour, fingerprinted him, questioned him, and then confirmed he was not the person they were looking for.

They dropped him back at home with no apology and no explanation.

After photos of him standing barefoot in the snow went viral, a DHS spokesperson issued a statement invoking sex offenders, even though Thao is not one and none of that changes what happened.
