In my practice, we go by the Appendicular Lean Mass Index (ALMI).
It’s similar to the Body Mass Index (BMI) but it divides the total muscle mass of legs + arms by height.
Men: We don’t want <7.0 kg/m2.
Women: We don’t want <5.5 kg/m2.
For men we like to see 8+ kg/m2 and for women we want to see 6.5+ kg/m2.
