I don't know but if I were a govt employee and received even half a million letters of concern/upset/rage/anger from the public, many of whom had lost dear ones due to my stupidity, evilness etc. - I'd be VERY concerned for my "health" and well-being and would probably resign and try to hide out for a good long while. But that's just me.
