What is called “liberating sentient beings in the evil realms” does not mean directly causing them to attain liberation. Instead, it means enabling them to be reborn into a good realm and giving them the opportunity to hear the Buddha-Dharma. This itself is what is meant by liberating beings in the evil realms.
