I think it’s highly unlikely that the US can stop China developing a semiconductor industry. The knowledge is out there and there isn’t some scarce natural resource (like yellowcake) that can be controlled. This might result in the development of two different technology ecosystems, a Red-one based on Chinese technologies and a Blue-one based on American ones
