Sadly, no one should be surprised that the prison-industrial complex routinely neglects, abuses, and denies basic medical care to detainees. What makes this system particularly egregious is that these operations target civil, non-criminal detainees. Regardless of legal status or reasoning, no human being should ever be treated like this.
