That's what bureaucracies, and therefore bureaucrats, do - justify their own existence, and their expansion, by making other people do busy-work that allows the bureaucrats to check off blocks and write another bullet on their evaluation support form. Teachers would be so much better off if school choice were available, as recently passed in Arizona - the per-student tax dollars formerly allocated to government schools can now be used by families for any legitimate educational expense, even homeschooling. Elementary school teachers could advertise to be 'microschool' teachers - receive the allocated dollars for, say, 10 students.
