I'm not sure they wonder. Both things you mention might be the method chosen to weed out the non-compliant, so they can then cry, "recruit shortage!" and take in illegal aliens whom they think will do anything they tell them to. If that's what happens, we'll see if people whose first act is lawbreaking by entering illegally will then suddenly decide that they'll let other people rule them.
