Thank you. Good police organization and management has a communication structure such as dispatchers, shift commanders, etc. to aide those on scene overloaded with a crisis. Should that be the same concept be in churches and what would be the tactical considerations such as response and alert levels, signals...? How much should the congregation be involved, such as mass shooter training, etc. As you say, without training, it can be a total disaster.
