The elite in almost every country, even Iran, were educated into the same system of thought often by the same institutions. The dictator of North Korea was educated in the States and even some terrorist warlords went to school in Western countries or Middle Eastern equivalents.

It is not that the elite are secretly all one organization, but they are all infected with prototypical ideology. The wars of the world are inter-nicene conflicts between various schisms within a singular belief systems.

And as I have mentioned before, ideologically motivated people show convergent behavior without the need for organization or conspiracy. Even against their own intent, their actions align to unfold towards similar end goals.
