Trump has demonstrated repeatedly – despite the 2024 mandate claims – that he’s never really sought to lead a majority coalition or push for broadly popular policies. With even fairly weak claims to popular legitimacy in doubt, we may see a president rely even more on raw power, responding to public pushback with fury and further repressive measures. He can still encourage politicized Justice Department investigations of opponents, and deploy the National Guard to cities, until someone actually moves to stop these actions.
