Students living in rural areas and many urban neighborhoods do not have the same access to school choice as wealthy students living in suburban communities. Geography, transportation, tuition gaps, application requirements, and admissions preferences all shape who can realistically participate. In fact, wealthy families utilize vouchers throughout the country at rates estimated between 65% and 95%. Apparently, “choice for all” somehow keeps finding its way to the same households. What an amazing coincidence.
