For years, technology expanded faster than the rules meant to govern it. That imbalance was tolerated because growth was strong and failures still looked manageable.

By 2025, that assumption collapsed. Once systems became too large and too embedded to undo, governments stopped trusting markets to clean up after the fact and began setting limits at the design stage.

This is the baseline the 2030s will inherit.
