That CANEX example hits close to home. MPs grilled officials on it in a defence committee hearing years ago, sharing horror stories about sky-high bread prices at those base stores despite every federal perk. Even with captive shoppers and no taxes, fresh produce often stays off the shelves. If Toronto's pilot copies the model, property taxes will just plug the gaps.
