The Moral Hazards of Stupidity:
Marco Rubio's idea of “legitimate” US pre-emptive bombing of Iran:
Rubio Stated: "We knew that Iran would be attacked by Israel, and then Iran would attack us. We prevented it by attacking them first."
So, if Israel believes it can "reset" a situation by attacking first without facing international condemnation or a counter-strike, it is incentivized to act recklessly.
If Israel knows that the US will always step in to finish the fight they started, Israel is more likely to trigger a war.
By justifying a first strike based on "predicted" future actions, Israel and the US have created a system where no one has to wait for proof. This removes the "cost" of being the aggressor..
The entire premise relies on the assumption that US intelligence is 100% accurate. If the "expected" attack from Iran (or Israel) wasn't actually going to happen, the US hasn't "prevented" a war—it started one that didn't need to exist.
Without an imminent threat a "pre-preemptive" doctrine destroys the legal framework that prevents global chaos. If every country used this logic, any nation could attack any other based on an assumed threat that may or may not exist
