This is related to the assumption that men have agency while women are acted upon. If men are underrepresented in a good thing, it’s because they have chosen not to participate in it. If women are underrepresented, it’s because they are being prevented from doing so. The problems with this are two-fold. It fails to pick up on areas in which men or,more often, boys are being left behind - e.g., literacy. It infantalises the hell out of women who cannot be considered to be making our own decisions unless we choose to do the same things in the same numbers and at the same levels as men do. As though men are the default humans.
