Wherever I work, I observe the dynamics between people who are intelligent enough to create an exploitative system and those who are diligent but unaware of the system (and thus exploited). They’re codependent, so targeting solutions only on the former (which is common in political discourse) is not sufficient. If we want a systemic change, we need to consider all the parts working together to make up the current system.
