Everyone says Trump has no plan.

In many Western capitals, the dominant assumption is that Washington is drifting from crisis to crisis — Iran, Ukraine, Gaza, Venezuela — without any coherent strategy.

Rather than obsessing over Trump’s personality, I tried reading the situation through Beijing’s own signals instead.

And the picture looks rather more complicated.
