Cruz et al won't own it because they're hedging their bets. They want to remain plausible party leaders when/if Trumpism implodes or explodes from its own contradictions. They have to give enough lip service to Trumpism to remain important while Trump owns the GOP, and they want enough plausible deniability if he were to die suddenly with Trumpism dying with him.
