Hawaii is a useful proof of the thesis here. The state has roughly 5,000 homeless people. Building housing capacity for 15,000 would exceed any realistic demand even accounting for migration, because the total US homeless population is only around 700,000 and most people aren't flying to an island. This is not a civilization scale problem. It's a mid-sized construction project, maybe a few apartment buildings and some houseboats in a designated harbor. The money is trivial. The logistics are solved technology. It hasn't happened because it isn't supposed to happen.

And Hawaii is a trifecta for this argument. It's an island, so the migration panic that kills most housing proposals doesn't apply, there's a literal ocean stopping it. It's a deep blue state with a Democratic supermajority, so there's no Republican obstruction to blame. And the federal delegation, Hirono, Schatz, have seniority and appropriations access. If the DNC actually wanted to shame the country, demonstrate that homelessness is a political choice, and end it somewhere as proof of concept, Hawaii is the cleanest possible target. They could do it. They haven't. That's not a coincidence, that's a position.

Homelessness isn't a problem the system is failing to solve. It's a solution the system is successfully maintaining. Every person sleeping on a sidewalk is a data point that every housed and employed person absorbs daily. It says: this is what happens when you stop being useful. That's not an accident or an oversight. That's a whip. The most cost effective labor discipline tool ever devised, because the people being made an example of are paying the entire cost themselves.

That last part is worth sitting with. Slavery required capital investment. You had to buy the person, house them, feed them, pay someone to watch them. Expensive infrastructure, and visible enough to eventually generate the moral resistance that made it politically untenable. This system externalizes every one of those costs. The homeless person feeds themselves or starves, shelters themselves or suffers, and the message they send to the workforce is delivered automatically with zero maintenance budget. No overseer required. Everyone who drives past a tent city administers the lesson to themselves. The fear is self-replicating.

And because it looks like failure rather than design, it generates sympathy instead of revolt. People donate to charities that treat symptoms, which actually helps stabilize the system by taking the edge off just enough to prevent the mass outrage that might demand structural answers. The charity sector is almost perfectly shaped to function as a pressure release valve, which is probably why it gets tax incentives.

The rebranding is total. Same function, better optics, lower overhead. And the subjects blame themselves, which is the real innovation. A slave knew who the enemy was. Someone who believes their homelessness is personal failure is manageable indefinitely at zero cost to anyone above them. You don't need chains when you've got shame.

The math in Hawaii proves the will isn't there. The behavior of the system is the system's actual policy document.
