ICE’s IT division yesterday officially closed out its $2 million contract with the Israeli-developed and American-owned mercenary spyware firm Paragon Solutions, per U.S. federal procurement records.

The initial one-year contract for Paragon’s Graphite spyware was signed during the Biden administration on September 26, 2024 with a start-date of September 29, 2024 and an end date of September 28, 2025.

However, a stop work order on the contract was signed just ten days after the initial contract signing, on October 7, 2024, in response to an executive order from the Biden administration regarding counterintelligence risks of spyware. This stop-work order was then lifted on August 30, 2025, following Paragon’s merger into the CIA- and JSOC-affiliated offensive cyber operations firm REDLATTICE in late 2024, by way of the Boca Raton-based private equity firm AE Industrial Partners.

Tuesday’s closeout of the contract occurred 143 days after the stop work order was lifted, suggesting that ICE leveraged the spyware over that period.
