A typical Reagan remark: "Our global commitment to freedom does not mandate the sending of arms or troops, but at the very least it means that any people whose liberty is denied or whose independence is violated -- that these people know we Americans are on their side."
A lesson from Reagan: You make a distinction between people under dictatorship and their oppressors. If possible, you speak directly to the people -- reassuring them that the Free World is on their side. Anyway, a brief essay from me.
