I really don't think Trump is capable of anything as intricate as an actual policy or plan, unless it involves direct personal benefit to himself, in which cases his thinking can be quite subtle. As was emphasized during the recent debate, he's been claiming to have a health care plan for the last 7 years or so, an so far has only managed to progress to a "concept of a plan." And remember all those infrastructure weeks? Trump's idea of a "plan" is simply to declare that something's going to happen -- usually, something profoundly unlikely, like COVID just vanishing overnight -- without any concrete proposals to bring it about.
