An empire of lies has to keep on lying so USAID will cease being the conduit for the funds but when you can just print currency and hand it out to your friends for free this lying will simply continue via another route. The real issue is the fact the US dollar is still the world's reserve currency and until that is ended the US will continue to lie, and steal, from the rest of the planet via its currency that countries either use or like Libya be bombed back to the stone age by caring sharing NATO (i.e. the US).

Trump did this same thing with the funds he withheld from the WHO a few years back where he then handed that money to the Bill and Melinda Gates Foundation to take their cut and they then handed the rest to the WHO. It is simply a game of watch the peanut under the cups and it won't end until the US dollar is dust and the special rendition flights enter what is left of the US to bring these criminals out to face real justice for their endless list of crimes against humanity.
