Imagine a private company telling NASA “we do not trust the parts we’re selling you enough to put them into space with human astronauts. We are happy to work with you to test them until we both agree that it is safe, and if you want to use them on the ground or for testing or with an uncrewed mission we’re chill, just please promise us you won’t have humans relying on them for their survival today.”
It would be absolutely legitimate for NASA to say “We’re not buying from you then.”
It would be utterly deranged for NASA to say “alright, if that’s your attitude we’re going to try to destroy your company with tools normally reserved for Russian hackers unless you give us the parts without conditions. Or instead of declaring that you’re a threat who can’t be trusted by any part of the government, we might just seize you and force you to make the parts for us.”
