This is St Olave as depicted on his namesake building in Southwark. Olave was King of Norway, dedicatee of several London churches, destroyer of London Bridge and… inventor of the skateboard? The king-saint is often shown with his foot on unlikely objects. The second pic (Melissa Highton, creative commons) depicts our man in Orkney Cathedral, resting his foot on some kind of regal man-beast. Probably never happened.
