Think of some of the major foundational technologies of the past 150 years: railroads, telecommunications networks, electricity, and the internet. Each of these are vast, foundational technologies on top of which all of modern civilization is built (though this is somewhat less true of railroads today). Each is quite different in form and function, suggesting that any commonalities between how we regulate these technologies might map nicely onto AI. In all these instances, America has pursued federal legal standards.
