Pell Grants were originally designed to expand access to higher education, not just rapid workforce training tied to the labor markets’ needs. 

My worry is us going back to tracking where students fall into “academic tracks” and “workforce tracks” because it’s almost always low-income students and students of color who end up in the latter.
