Lack of respect for civil law is common among ultra-Orthodox Jews around the world, and for obvious reasons. Nobody is claiming that EVERY ultra-Orthodox Jew is like that, but it's certainly a pattern. Anyone who denies this is either dishonest or hasn't been around much.
