In other words, doing away with the Electoral College requires a Constitutional Amendment. Altering the way states "send" Electors to the Congress would require the National Popular Vote Compact. But is there a possibility for the other part, how Congress "receives" votes from Electors, to be accounted for in a (literally) fool-proof, coup-proof way??
