In disasters, people tend to fall into four groups.

Some saw the risk, prepared early, and handled it. You rarely hear from them.

Some heard the warning but dismissed it. When the impacts exceed their level of readiness, their pre-event statements about “we’ll be fine” prove to be misplaced confidence.

Some understood the risk but lacked the resources to act. This is the group that genuinely needs assistance and support.

And some never saw it coming at all. Despite anything shared in the media, they are truly surprised once the event begins.
