Norway avoided the Dutch disease. Brazil was hit hard. The mechanism is the same: strong commodity appreciates the exchange rate, an appreciated exchange rate kills industry, a dead industry erases complexity. Norway taxed oil and created a sovereign wealth fund. Brazil did neither.
