Cardinal Zen, in his report on how the consistory of cardinals was organized:

• “They did everything they could to prevent the cardinals from expressing their opinions. Isn't this the exact opposite of the purpose for which Pope Leo called the consistory?”

Isn’t it? That’s the key question. If it is— if Cardinal Zen is right to say that the meeting was “hijacked,” who’s responsible? Where does the buck stop?
