Jeff Mayhugh first made the case for expanding the number of representatives in the House. He reminded the audience that the ratio of constituents to representatives was a very important issue at the founding. Indeed, George Washington’s only remark at the Constitutional Convention urged a smaller number of persons per congressional district, as he believed that government should be close to the people.
