I've taken to this more and more. Just this week on the DC metro, I complimented a man's outfit (dapper) and commented on a lady's Tigger hoodie (and found out it was the 100 year aniveyof whinnie the Pooh). The best part was watching their eyes light up and their smiles.
Never keep a positive thought to yourself. If you like a stranger's coat- tell them. If you think your coworker did a brilliant job- say it out loud. If you like a restaurant's service- ensure they know. Compliments cost zero dollars to produce but they can completely alter the trajectory of someone's entire day.
