Madison police fatally shot an unidentified man after officers had already forced him to the pavement.

A witness says the man was struggling to rise when police fired three times into his head. The same witness said he never saw the man display a weapon.

The video shows multiple officers surrounding him in the roadway before gunfire ends the encounter.

Police controlled the scene, controlled his body, and still used lethal force. A man who was already on the ground was treated as someone who had to die.
