The Russian People’s Will group basically invented the modern notion of “terrorism.” Note, however, that their definition of the use of terror was directed against the assets of the state - not civilians. The use of terror against civilians came from the Nazis and was borrowed by the Zionists, and subsequently by the PLO (which was a strategic mistake on the PLO’s part.)
