Anthropic has just published a new guide called The Code Modernization Playbook - and IBM’s stock dropped 13% as a result.

The playbook walks through several detailed examples (with code) to show what “agentic” modernization looks like in practice:

  1. Architecture transformation - moving from monolithic, on‑prem systems to microservices and cloud‑native architectures.

  2. Technology stack modernization - Replacing legacy languages and frameworks (COBOL, VB6, old proprietary stacks) with modern ones (Java, C#/.NET, Python, etc.).

  3. Development practice evolution - Shifting from waterfall and infrequent manual releases to CI/CD, automated testing, Infrastructure as Code, and GitOps. Since IBM primarily uses COBOL, investors are hedging their bets that they will be at risk from modernization projects with Claude Code.

Since IBM is largely dependent on COBOL, investors are worried that Claude Code and AI coding could be used to automate the modernization of legacy code.

And for product teams, agentic coding could mean the end of supporting legacy programming languages and tech debt.
