Cape - you missed my point. It never does happen again, so that excuses the prior event - with no punishment - only assurances that it will never happen again.

Skyscrapers "felled by planes"? Has never happened again (Thanks TSA and "Patriot" Act). Federal Building blown up by a "fertilizer bomb", by a "homegrown terrorist"? Has never happened again (because they saved us from the Montana Freemen Militia, thanks FBI). Population locked down? Mistakes were made, but it won't ever happen again (Thanks WHO and CDC).

So, they really are protecting us, they're batting 1000. So, the only thing we have to worry about is the next thing that happens, but even then, no matter how bad it is, we can rest assured "that it'll never happen again". It's like a self-licking ice cream cone.
