The VA properly rescinded an SDVOSB set-aside award to a GSA Schedule holder, GAO ruled, because the firm no longer appeared as small on SBA’s website shortly before award. Millbrook Support Services argued that it was small at the time of its GSA Schedule and further that only SBA could determine its size status. But GAO disagreed. GAO found that VAAR clause 852.219-73 requires that the company be eligible at time of its quotation and at award.
