A small business can still be required to submit a small business participation plan, GAO suggested. Hasen Global, a small business, protested its evaluation for a full-and-open procurement issued by the Army Corps of Engineers. The company had initially received a “marginal” rating—later changed to acceptable with two weaknesses—under the Small Business Participation factor because the company did not identify socioeconomic subcontractors. It argued that, because it is classified as a small business, the agency should consider its self-performance.
