Listen, I don't know too much about public relations, however if I were representing an author who is relatively new and unheard of, I'm booking them on every literary podcast that fits that writer's genre.

I'm personally not going to pitch the podcasts simply because they have a large following, but one that aligns with the author’s work and audience.

I'd start with the up and coming podcast because your author is also up and coming. It's a great way to build both platforms for the author and the podcast host.

In addition to that, some of these book focused podcasts interviewers are really good at what they do.

Once my client does enough interviews on these podcasts I'm then going to create a 2 minute reel, maybe even less than that, to pitch the author to larger publications and podcasts.

Lastly, one thing I'm NOT going to do, is sit on the interview podcast content and let it simply “live” on the platform. I'm going to repurpose it. Anyway, here's a list of literary podcasts to start with.
