Pre-nuclear seed potatoes are varieties that have been created using tissue culture, and they're considered first-generation seed potatoes. As they haven't yet been grown in the soil, they haven't encountered viruses or bacterial problems. (However, this does not make the potatoes grown from them immune from diseases in the garden.) Pre-nuclear seed potatoes are more costly than normal ones, which have generally been grown for several generations. And nuclear potatoes are in-between, having been grown for just one generation.
