"Never again" was a promise made by states.

States that have since committed, enabled, or stood by during genocide.

I'm not saying this to produce despair.

I'm saying it because the gap between the promise and the reality is not something to look away from.

It is precisely the gap that international law exists to close.

And closing it requires seeing it clearly.

Without flinching. Without false comfort.

The promise still matters. Even — especially — when it's being broken.
