Israel used white phosphorus in residential areas of southern Lebanon.

White phosphorus burns through skin and bone. It cannot be extinguished. The injuries are devastating, often fatal.

Israel is not a party to the Convention on Certain Conventional Weapons that most directly addresses this.

But the prohibition on using such weapons in civilian areas binds everyone — treaty or not.

Not being a signatory is not a defence.

It has never been a defence.
