Celestials don’t make you do things. If something is making you do stuff, then either it’s your own shadow, because part of you wants what your conscious self cannot accept; or, you are burdened by a malevolent entity. I think door #1 is much more likely, and the focus of this thought sharing.

It is true that a planet who is sovereign over some portion of your birth chart or timeline will exert pressure in your life. But that is causal only to the degree that you are unconscious of how or why the pressure is propelling you. In other words, until you take the wheel and steer, you are on autopilot but still driving the vehicle; you are still liable if your vehicle breaks the law. Consider Crowley’s first theorem from Magick in Theory and Practice: “Every intentional act is a Magickal act.” Problem is, you don’t have to be conscious of your intentions for them to carry magic(k)al force.

So, for example, if you are having a 6th House annual profection and Venus is the sovereign of the year, you can expect busy-ness, dealing with illnesses or injuries, issues with clients or pets, and all around daily hassles and hustles of a Venusian flavor. But to the degree that you are self aware and have agency over your actions, Venus is not choosing or forcing how you engage those themes and events of your profection year. 

The Planetary Magic in that would be working with Venus before and during the year to align better with what She has to offer so that things are better or less bad; a 6th house profection predicts a challenging year.
