Reframing is an important persuasion tool.

Most people won't line up to support or promote stated actions like:

😠 controlling other residents

😠 dictating what others can build on their property

😠 excluding certain groups from finding a place to live

But "defending neighborhood character" sounds all-American. People will line up all day behind that statement. It's a reframe. It's marketing. Successful NIMBY activists are good marketers.
