The rules of Realpolitik more or less require personality features in great leaders which would be considered psychopathy or sociopathy in ordinary mortals. So, one can confidently diagnose Putin and a number of other people (not just Russians or even Americans) as psychopaths. It just doesn't tell us much about what they're going to do.
