So, I'm not really seeing how those scriptures are saying that prophecy has ceased.(And I know it's a debated question in the Church today.) But, I would agree that teachers like this guy wouldn't claim to be prophets, but rather to be "explaining" already-existing prophecies. I would still argue that similar standards should apply to them as to someone claiming to give direct prophecy; so, if they "tell you what it means" and get it wrong, then it's a good reason to not listen to them any more.

(And if they can't give a clear enough explanation to be able to test their interpretation, then IMO it's too vague to be useful. We're already told clearly in scripture that we ought to live as if the "master of the house" could return at any moment, so statements of "it will probably be really soon! but I can't tell you any details..." aren't helpful..)
